Speaking of the Dreamcast, my VGA box gives me vertical jailbars on most sets I've connected it to, save for an old computer CRT monitor.
Happens with both PAL & NTSC-J units.
Anything one can do about that, or just get one from another brand?

It might not be jailbars. See if you can adjust the "Clock" setting on your monitor.

My understanding after a few minutes reading online is that you either need a multimeter (got that) and to desolder one leg (don't got) from the PCB, or you can use an ESR meter.
ESR meter sounds like the way to go. Anybody able to suggest a good one that won't break the bank?

Ground pins are always next to the signal pin on the same row.
You are interested in sync in, right, then you want sync in ground which is placed next to it on pin 7.

My first choice would be a store that would just sell at MSRP + shipping. Do you know what that premium is for that proxy service? There is one seller on Ebay selling an XPC-4 for $678, but I think that is ridiculous.

Proxy premium depends on many factors. I'd say count on about $100 over MSRP for your total with shipping included, if not a bit more.

Can I use a Euro RGB SCART cable for my american NTSC Dreamcast? I think I remember reading about some SCART issue for the Dreamcast, but I just cannot remember or find what it was.

You use it, yes. The issue was that some games don't support RGBs output (for example the japanese SF Zero 3).

not worth the money.
I would usually suggest an iScan Pro (usually around $75-80), but if you want to use a Supergun you need something with RGB input and this is where it gets complicated. If you're able to provide some custom cabling you might want to get a GBS-8220 along with a MiniSLG or SLG3000 instead.

Tried about 5 CRT's now, a wide range of makes and models, with the supergun... all except for one has b & w image. The one that works is a huge Sony Trinitron that is just not that convenient. Are there certain technical details / brands / release years that I should be looking for?
