Exchange rates and custom fees kill us. We pay ~100 dollars for new PS3 games, and the minimum wage is roughly 500 dollars, to give you an idea of our salaries. A 360 costs ~$450, for you first world people complaining about the price of next gen consoles, haha. And with the strict controls over dollar exchange, you might end up paying even more than those numbers. Maybe so you can see why it's much harder to get imported stuff here than in any developed country? It's not just $35, it's a lot more here and not everyone can afford it (if you can even get it through customs, just plainly importing anything is hard as hell lately).

Not to go too far off topic here, but I don't think people living in first world countries can really understand the position of people living in far poorer countries. The value of $100 to an American compared to someone living in a poorer country is vastly different. In some places that could be the equivalent of $1,000 to the average American with regards to how that money could be spent on daily nessecities in that country. What you are basically saying is that poorer countries don't deserve to experience and enjoy the games that our 'superior' rich nations do based solely on their country's inability to keep up with (or at a minimum avoid being taken advantage of by) the world economy. I think the average first world citizen has a duty to pay for these games and support the companies that create them, but our support should be more than enough to cover for the hard working people in less fortunate nations to be able to enjoy them too.

America is not the only place where you can find privileged people unable to understand the feelings of the less fortunate.

1)The item is below a specific value (which is unlikely for shmups)
2)You falsify the value on the declaration (illegal)
3)You mark it as a gift (again illegal, and sometimes even this doesn't work)
4)Customs happen to not inspect the parcel. My experience from dozens of imports is that the rate of inspection is low (for the UK at least) but this depends on the delivery service used. More premium, accountable services will be inspected with higher frequency, larger packages will be inspected more regularly.
I don't know where you are from, but in the UK, if the parcel is inspected I get charged 20% of the total value of the purchase (item+postage) plus an additional £8 as a fee from RoyalMail. Whilst our utility for money isn't quite comparable, if an Import costs me $90 including postage and it gets caught, I'm liable for the equivalent of an additional $30 odd dollars of tax which hurts. This is all on a product that I can't even buy in this country so the excuse of these taxes being in place to make the economy competitive against cheap imports is nonsense, but I digress.
In most European countries it's a similar story. Evidently south America is one of the worst places to be a gamer in terms of high RRP and import costs.
