It looks like one of those games that's really boring without any multiplayer buddies. Any idea if it's got single-card support, or does everyone need their own copy?

Single card support is in. However 3DS is region-locked so unless you're happy with an import machine you're out of luck unless someone localizes the title.
Incidentally there is a special at the Grev shop for the game:

Poster + soundtrack + game for 7665 yen. I picked one up but I'm pretty sure Grev shop only ships inside Japan. Maybe if there's enough demand solaris would put it up like they did with Under Defeat.

I'm sure the U.S. based site NCSX, will get their allocation of 3DS Kokuga within a few days of it's Japanese launch debut.
Makes me wonder if an American game publisher will pick it for proper distribution in the nearby future.

I think they have to, considering how the CEO is not satisfied with the current state of the company and its future endeavors. Kokuga seems like the type of game where if it gets a US release, it will be from a budget publisher who rebrands it as "Tank Assault" or some silliness. Might also be download-only.

I'd really appreciate a translation or summary of those notes. He seems to be talking about the design a little more in-depth, such as the card system/randomization and difficulty system.
It seems the intent is to force you to play the game differently each time based on the cards you get; you could save a card for a particular situation (such as a stronger laser for a fast kill on a boss or hanging onto a health boost until you actually need it), but then you have fewer slots to work with. A lot hinges on how well the level design can support these different approaches in a balanced way.
I wish there was another video at least showing a full level being completed on the highest (red border) difficulty. The trailer is almost entirely from Stage A (except for the bosses at the end), if I remember correctly from when they played through it on the livestream.

Is this game getting a release outside Japan? Toying buying a 3DS LL over a European region XL but so far Kokuga and Nano Assault are not swaying me to buy a region locked handheld...

I hate region specific games. well not the games themselves, I just hate the companies for limiting their games to one region only. and they wonder why people pirate games so much.

Yeah, that is one reason why I haven't bought a 3ds. Their were quite a few ds games which never got released in Australia that I were interested in. Since Rising Star Games seems to be getting one G.Rev title, maybe they can pick this up for a US/Europe release.

It's gone now, but the other day he posted he's leaving G.Rev a month before Kokuga's release, saying something about the benefits and drawbacks of announcing it now or waiting until after the game came out. Also seemed he wanted to distance himself from some of G.Rev's advertising for the game as well. And it looks like the commentary page on Kokuga.net, where he posted development pics and interviewed others on the team, is gone now. Odd.
I guess there's not going to be another trailer or footage of any kind before the game's release? No samples from Namiki's soundtrack so people can decide if they want to order the version with the OST? Also odd.

Thinking maybe Treasure will pick up 50YW if G.Rev isn't an option, that would be something.

Ah, cool, that music will take some time to grow on me though, wonder what kind of themes they're trying to suggest with it for this game.
