I emailed IGS directly, asking why there was no info on their website. Here was their response:
"Sorry to postpond to update game information on our web site. I will inform related staff to keep this issue.
Reagrding to the most different feature between two versions is one easier game mode for beginner in PGM 2.
More game mode provide players to know our game soon. "
Given BL is easier than WL, maybe this should be considered Mega Black Wussy Label?

It doesn't seem like you all realize that DOJ, Ketsui and ESPgaluda 1 were all on PGM1. They just weren't as carts. In fact, a reasoning for Bee Storm's existance is that Cave had IGS make a shmup for the PGM1 to get an example of how the hardware could perform. They found it good enough, and made some games for it, although not as cartridges.
The mere fact that it is on PGM2 means nothing aside from what hardware it is on. Considering IGS and Cave have some sort of relationship, I doubt IGS would produce another "Cave" game, since they would likely not want to piss off the people who helped them (though they are Taiwanese, so who knows
)

Thats some skill just looking at a PCB and trying to emulate it, the graphics hardware is going to be custom for a start, you're going to have to actually buy one and then decap the chips or something.

Decapping is too much work. Very little in MAME was done with decapping, mostly MCUs were decapped.
Usually what is done is they look at the board to see what's on it and where it's all routed, and add that stuff. Then they write up a trojan or disassemble an existing software for it to try and probe out the information.
Just with a pic of the board, code can execute on the emulator. Sure, no graphics or sound, maybe not even input. But unencrypted code execution at least, which is a critical start to emulation
