Going by an Excel sheet I did in a few seconds, there are 216 europe titles on that list and 110 (51%) of them say they work on NTSC-J.
I assume Asia/Europe/US is where a game has had the same copy released in all regions. Interestingly, not including those and going by europe alone makes 40 out of 146 (27.4%).
Though it obviously wasn't going to be 98%, that's just a made up big number to make Elixir even better than you.

Please find me all PAL titles which are in English, don't have US releases in English, don't have Asian English releases, don't work on JP consoles, and aren't cheaper to buy from either the US or from some import store. If you can find a list of PAL-only non-US English titles that don't work on JP consoles, then I'll digress. In short, 98% is accurate, as there's only a very, very small amount that fall into this category (A-Train HX, for example).
Otherwise, the majority of them can be bought for JP consoles instead. That way you have access to all JP titles and most English ones as well. I don't own a PAL unit, but I don't have any fear of them releasing a major title, or even niche title like Tales of Vesperia because they're almost always translated.
