I agree Ghost pilots isn't very good as is, but with the uni bios cheats the game is awsome! Almost a completely different game when you always have Max firepower, which also means always max speed! Along with rapid fire I can make it to the last stage on 1 credit under those settings. Highly recommend giving that game another shot under those settings!

I'm adding both Tempest and Tempest 2000 to this discussion, and for one reason only--Pulsars.
I can deal with Flippers, Spikers, Tankers, Fuseballs, and some levels that overlap in ways that block lane visibility but sorry, I don't think the Pulsars are a good element in the overall game design and they turn what is otherwise a well-designed fast action game into a move slow or get zapped game really quickly.
So yeah, Pulsars make the game become really tedious in a way I just have no patience for--and in Tempest 2000 it's even possible to have a guaranteed lose a turn if a Pulsar reaches the top and splits without the player having collected the jump powerup--so that's why I've added them to the worst shooter played discussion.
That said, the musical soundtrack in Tempest 2000 is excellent, some of the best techno/electronic music I've heard in a video game so far.
Hey, Space Invaders looked like a bunch of white dots too. I have not played the game pictured above, don't know what it looks like in motion, and have no point of reference for its badness. Legion has tons of unavoidable collision deaths and bosses that can't do much more than fire a thin line of bullets in one direction.

I'd say the only unavoidable collisions are in the last stage. At one point I was determined to clear the game and after practice was able to no-miss up to the final stage, but no amount of trying even with save states on an emulator could get me past that unscathed.
It's still a horrible game which deserves to be on this list, of course.
No matter how good a game is, somebody will always hate it. No matter how bad a game is, somebody will always love it.
I think I highlighted Philosoma and Divine Sealing ages ago (these choices haven't changed).
I'm going to list a few games which I don't think are rubbish yet but I'm not really enjoying them any more and I suspect they will slip im my opinon:
Alpha Mission 2 - NEO GEO, a bit samey
Any Milestone Game - Starting to come to the conclusion that everything they've released might be b0ll0cks!
Axelay - Recently decided I hate the vert sections in this shooter.
Strangely one of the shooters I've disliked for years is starting to grow on me - Trizeal.

Why milestone games? original art direction , the BEST soundtracks second to none and some addictive scoring systems , even if there not to your tastes saying worst ever shooters ? get real .

You know I'm not sure, maybe it's down to personal taste. I can still see redeeming features in the games but I was playing Radirgy the other day and I just thought this game is a bit shoddy ie. there are loads more shooters in my collection that I'd rather be playing.
Don't even get me started on the mess that is Illmatic Envelope!

But at least Philosoma is playable & mildly enjoyable. I worked my way through & 1CCd that a few years back, and actually enjoyed myself. Divine Sealing, on the other hand, is an exercise in torture and not even worth the plastic & chips used to make the game cart. Even if I was a shmup completist I'd have a hard time justifying the purchase of that cart because it's so bad.

Ugh, yes. The vert sections are wretched. Never understood the praise for this game, other than for graphics/sound.
I think I haven´t played a really bad shooter till now.
Bio Hazard Battle (Mega Drive) may be the worst... I love the setting with the killer insects, but the gameplay was very average and a bit awkward. Nontheloss no bad game.
What the hell?? So I finally tried Bee Storm, DDP2.. and wow. Honestly I haven't played very many bad shooters, but this is by far the worst POS I have tried. It didn't even make sense. I'm sure you all already know this but I just had to say it/.
