Unless this is marketing understanding fuck up and they were just trying to describe it as a non-final build, I actually suspect 'windows version' is what it sounds like. I wouldn't bet on a steam/arcade release, but they do love their hints - full of tease:

That this gen of consoles are so much closer to a mainstream pcs than ever before means it'll likely be entirely on the terms of their licensing, and then whether they want to bug fix it for all the various hardware/software/driver/support issues that'll come with a full pc/steam release... or jump through the various licensing hoops for a single 'arcade' pc hardware configuration... neither they've tended to get involved with in the past - but you never know - and if it'll get some attention they'll sure as shit hint/tease either :P

From what I understand, they're just the Saturn tracks. You can get those on the old INH album.

Here's a side-by-side video with the original music and Namiki's Rev.2016 remaster--the music's now stereo and has higher-quality samples, and the reports from the field test say he's been tinkering with the loop points and arrangements as well: https://www.youtube.com/watch?v=Sb4f20THWk8

The music sounds similar, but it's definitely different from before. After you've listened to the original tracks so many times, you can hear where the music was modified.

With all these fantastic SHMUPS releasing on PSN, it's neigh time I get around to making a Japanese PSN account.
All the enhancements M2 made to the interface are plumped and polished to the core; not to mention
the invaluable Rank Graph that's soon to be many people's best friend when this releases !

It'll be nice to finally give this game its dues, and hopefully, we'll see more
Raizing SHMUPS ported in the future.

I'm not really surprised. I bet they know the game has a reputation outside of Japan too, even tough it's a niche thing they might be able to cover for the investment and make a little profit.

So is the rank % in the videos of this your progression towards maximum rank then? As in, if it is at 5% does that mean that rank is at 5% of the total possible maximum?

Any details yet on the arrange mode? This is the main draw for me so I'm hoping it's something special.

Eh, I prefer their objectively pretentious Final analysis. This was just "hey, there's rank" and little else. And by little else I mean the inclusion of a video of Silvergun's final boss because they mentioned Silvergun once at the very beginning.
But at least they're talking about and praising shmups, right?

M2 are so passionate. I love them.

Really hoping they secured rights to Garegga / Batrider /Bakraid and are just waiting to release them all as a trilogy disc. That would be the ultimate.

Rights shouldn't be an issue, all three games had practically the same publisher, it all comes down to how well this Garegga rerelease sells. In fact there were already some mentions about Batrider and Bakraid possibly being next in the interviews on famitsu, from Kamui if I'm not wrong, the machine translation was pretty dodgy.

I wonder if they would have any trouble with the Batrider soundtrack, there were some rumors that the boss themes being too close to Cocobat Crunch's works might have lead to the Batrider soundtrack never getting released on CD. Presumably the boss themes would have to be redone by Namiki if that is an issue.
Bakraid is a lot lighter on the soundtrack front, it doesn't even need a remaster, it already has a high quality version of the soundtrack (the CD release) available to patch into the game, though some remixes wouldn't hurt, it's rather lacking on that front, and by rather I mean completely.
