I think I read somewhere that originally it was going to be a Shadow of the Ninja game that Tecmo was only going to publish in the US, but for whatever reason they ended up owning the code or something, probably so that they could quickly get another game out with the Ninja Gaiden name.

Yeah, I've always wondered about the similarities of Ninja Gaiden / Shadow of The Ninja, but it's never been cleared out.
