Sorry to necro, I'm leaving this note for any future weary travelers who may be having an issue similar to OP's.
I managed to solve this problem on my Sony PVM-20M2MDU which has a very similar schematic when compared with the PVM-1953 - down to the component designations in fact.
TL;DR: R543 (120ohm fusible) which sits between pin 10 on IC507 and the base of Q502 had gone open. I replaced it and the monitor now works fine.

Well it's been 5 years but I finally got this PVM working. I did try this suggestion here to check/replace R543 but that didn't solve it. Instead I lucked out and found a working A board on eBay after all this time and got it up and running. I've got some more clean up to do and I need to fab some shielding to cover the power board (was missing in my CRT when I got it) but it's looking pretty good so far. Thanks to everyone here for all the help!
