Don't think that converter was a dud anymore... I ordered a replacement one from the same seller and low and behold exactly the same thing 
I know it's a stupid question but can someone confirm the Brook adapter works on a Slim PS2? Every other wired and wireless controller I have works fine on my console so I'm pretty sure my setup isn't the issue here. After I return this one too I'll try ordering from Amazon, maybe there's fake counterfeits out there 
This Q&A on Focus Attack gave me hope but even when connected this way no controller will sync to it. The light comes on fine so it's definitely powered up but still useless...
