Lots of interesting points made.
Someone asked why do it? Well I made a couple of points of why - putting forums posts made by people into context, a way of indirectly rating games. But the most important reason would be - for fun.
The best way to try and rank people is by evidence. Scores and progression/1CCs are the two ways that can realistically be used.
I suppose the use of the word "skill" has been the problem. A scheme such as the one I have proposed would certainly measure experience but not necessarily skill. If you want to think about someone who can grind out a WR - that is one kind of skill.
There are people who can 1CC a game quickly - but I would propose that on the whole they would be more experienced (that would certainly be consistent with Prometheus' comprehensive document)
Then there are people who can turn up in front of a crowd and perform and those who can't. Being a great tournament player is a different thing altogether. Sports measure people that way - whoever can consistently turn up at a match/torunament and win get higher ranks.
That way can't work with STGs because there isn't a big enough organised circuit to facilitate that. Fighting games and stuff like League of Legends could be ranked that way but for STGs only evidence based on scores and progression/1CCs can - and - I reckon it would be fun to come up with a scheme (or several schemes) to crunch the numbers and rank people. Whether they are more experienced or skillful? If the difference between skill and experience can't be measured then who cares? The outcome is still the same - score and progression/1CCs.
An evidence based scheme would give an indication. It could be enhanced to include hours spent on a game but I doubt that is workable unless you are talking about brand new games and you date stamp scores and progression.

Some of the best players on this forum are also complete wankers. Not all, but some.
The idea that some autistic full shmup wanker's opinion would be more valid than someone else's purely because they are perceived as a better player is not sensible. Furthermore, a lot of the very good and nice players don't post very much anyway. When was the last time you saw Icarus post regularly in front page threads other than the Darius Burst thread? I can't remember. Or how about other good players who are also nice people like RDP or Plasmo etc?

But if someone says that shmup X is "easy" and he has a humungously high player rank then you can at least measure how much salt his comment can be taken with. The main reason to rank players would be to rank games though which I think would be useful.
Maybe ranking the games should be the main reason to gather any data.

I support this notion. To measure player skill objectively, I propose we take into consideration the following factors:
1. The user's high score in DOJWL, ranked by progression over score.
2. Number of arcade sticks owned by the user.
3. The user's progression in DBCS Chronicle mode, to measure their dedication to the STG genre.
4. Post count.
5. Number of capital letters in the username.
