Well, there would be the difference in price ... you can get a j-ps2 cheap now. And I haven´t had any problems with glitchy ps1-shooters. Maybe I just haven´t played the glitchy ones though.
Your best bet for shmup action next gen wise is the new nintendo machine since they are allowing downloads of nintendo's and possably other companies backlouge of games. (It's may be free, it may not but I guessing it's the laiter)
