It says it plays backups, so if all else fails, I could play a backup of the game. If it works, THEN I'll import it. (wouldn't want to shell out $70-80 without a guarantee of it working)

It plays backups of your own region. The only modchip that lets you change your region is called Infectus, and the process is very involved.
