Progear = easy?

Yes, the hitbox in Progear definitely seems smaller. I remember the first time I played my PCB I felt the same way you did. That said though, Progear's bullet grazing still feels nicely intuitive and I suspect the more forgiving hitbox is to balance out the greatly increased risk that jewel collecting adds which others mentioned.

One good part to test the size of the hitbox is during the slowdown when stage 2's Nessie submarine boss unleashes its final bullet storm.

I have a mame savestate at that part :) its one of my favorite parts of any shmups actually.

Same here. The slowdown in that part combined with the boss exploding actually gives it an unintended yet nicely dramatic feel IMHO. :)
