If they're doing it for NESiCA, they might as well do a PC version; it's the same exact hardware.

Why would hard-as-nails SDOJ (TATE) be better as a first-time experiment than possible-to-clear Akai Katana (YOKO)?

They have a captive audience. Everybody into the genre wants it. They can throw in the kitchen sink of ideas and people will still buy it. It's not as if you will lose the original arcade mode anyway. Also the novice mode means it has a mode that isn't balls hard.

Because SDOJ is part of a more famous brand, and because SDOJ's gameplay doesn't seem nearly as difficult to grasp and execute as Akai Katana's, and it sounds like the port is going to have a lot of content that will make it more appealing to more casual players. Also, the Akai Katana port (and it seems like Akai Katana in general) wasn't very well received by the market, certainly not as well as the DDP games. But really, the most important factor here in my eyes is Microsoft's direct involvement.
