Not sure about Dogyuun, but there are no region differences with Outzone (besides some removed into/ending scenes). You can change the region by connecting or cutting traces on the board. The difference is version, which is only determined by how difficult the first stage looks. Original version* is easier than the two other revisions that were dumped.
