I really must disagree on the whole "enemies don't snipe you when you're up close during the first loop" idea you have. On the first loop, the enemies just won't fire again until their first bullet has traveled off screen that along with their turrets moving slower might give the impression of that. They just won't fire unless you're in their cross hair. IMHO, of course.
Here's a fun experiment: Hover over one of the two tanks that come from the left side at the beginning of the game, shooting down the kamikaze planes but avoiding shooting the tanks. Observe what happens (or doesn't happen, as the case may be)!
There definitely is a range within which at least some enemies will not snipe at you on the first loop.
