What other way is there to make games look fast enough? MK kind of doesn't get a pass for that. Not to say blur is the only answer, but it certainly makes for smoother looking animation and less apparent aliasing, thus economics may be where it's at.
Fascinating how Mario Kart keeps getting away with looking ugly and having lame 1 player, but this here game is immediately bad news judging by the graphics alone.
What exactly is the appeal of kart racers, anyways?
