Arcade game ID... similar to Tank Force / Battle City

I'm looking for the title of an arcade game possibly made in the mid-late 90's. It was a top down grid-tank game similar to Tank Force with large bosses occupying the upper screen. The game may have had partial 3d graphics but I'm not sure. I don't think I'm confusing Tank Force with another title... but it is certainly possible.

I remember this as being an obscure, likely late 90's grid game very similar to Tank Force. I was surprised I had never seen it before. It's a different title from the above.

Could it be Blazer (Namco, 1987)?
