So I bit the bullet, and got hold of an iScan VP30 used for under $150, praying it fully works. I'll have to set up some kind of matrix switch for the analog audio input. I believe the BNC RGB inputs are only RGBHV (31 Khz) and cannot take the 15 KHZ stuff right?
Anyone have a source for SCART to RGBS (RCA jack) cables? Can't seem to find any on ebay. Only ones are split to component video, which I don't think will work with things like Genesis or SNES.
Also, if you know of a good place to get VGA to BNC RGBHV.

Yes, the BNC input only takes 31khz or higher.
Scart to RCA breakout cables: check the trading station here. Two people offering them (daskrabs & broken).
VGA to BNC: easy on ebay or monoprice. As long as you stay under 7ft. quality or price really don't matter.
