It may be related to the number of views you have or something; I don't have too many videos uploaded (less than 30), but I have one video on my channel that has 2+ million views and I got the ability to upload long videos very early on.

I'm lucky to get like 10 for any vid I put up, and yet I'm able to upload videos "longer than 15 minutes". I don't even know navigation of YouTube account well enough to figure out what my limit is.

There's a way to upgrade your account, which allows you to upload videos of unlimited length. I forgot where the option is (it's free), but basically youtube texts a code to your cellphone, and you use that for the upgrade.

Setting my account to Movie Producer/Director or some such did the trick for me, with no code required or any sort of eligibility criteria (I had two videos on it before that with a grand total of 200 views).
