Are you wanting LCD or CRT? If LCD stay away form TN panels, this type of panel in LCD's dont give the best viewing angles at the best of times let along when there in TATE . You'll be wanting a S-IPS panel for best viewing angles, id recommend the HP LP2065 if you can still get hold of one, there arent may 4:3's being produced now a days

If it's MAME, you could just get a large monitor and not have to worry about rotating it.

For use with arcade boards, an old tube monitor is best (assuming you have the appropriate VGA output devices).
