I watched this video earlier and it seems that powerups can gradually decrease rank?

Don't worry about avoiding power ups like he does in that video, the game doesn't get that hard even when fully powered up (in the US version at least, the Japan version is harder.) The video is of the US version.

Missing power ups will cost you points as well, so it's best to grab all of them.

Yeah, but I am playing the game on the Capcom Classics Collection Remixed on my PSP. Is that game US or JP?

I don't really know about PSP stuff but at a guess it's probably US version.

One way to know for sure: On level 2 near thhe beginning there are some waves of red enemies that come towards you. If these enemies fire loads of bullets at you then it's the Japan version (this doesn't happen until the 2nd loop in the US version).
