What Zaphod said. Well, more or less. Yoko modes use something like 640 x 480 interlaced, so even if the actual game picture takes a small part of the screen unlike tate modes, it's upscaled from the original design resolution.
I guess where I'm confused is that it seems to me you couldn't change from 15hz to 31hz one the fly... I would think you'd need to do some reloading of things... namely everything on the screen.

Notice I said "interlaced". "Hi-res" doesn't mean "31 kHz". Hi-res + interlace = 15 kHz. Which is what any hi-res console displays unless you use a hi-res TV/VGA monitor.
