Sweetspot (+ US model PMS PDI Deluxe) and Holo3DGraph I and II.
Those cards will capture low-res 15khz RGBs flawlessly. If buying a Holo I, watch out as there are versions without RGBs (component only).

The Sweetspot/PMS PDI Deluxe will work, but be aware it really really really likes standard NTSC/PAL signals.
Some PCBs will work absolutely great, others you'll get weird stuff with. I would see 'image bouncing' on some PCBs (I think it was related to even/odd field strangeness) and sometimes I'd get this weird 'fuzzyness' that was one field being offset incorrectly. You will also get some PCBs that will have some part top or bottom of the image cut off that you'll never be able to adjust to see the full image.
The 'bouncing' and 'fuzzy' issues would mostly go away if you captured at 320x240. The image cut off issue was still there, though.
PCBs with really strange vertical refresh rates won't work either; all the Raiden Fighters (and anything else based on that hardware) boards are uncapturable with a Sweetspot.
None of this is a huge deal killer, but it does place some constraints on you.

If you are just throwing on the 'tube, I'd recommend RGB->S-Video and any old S-Video capture device. That setup would probably run you like $75 total and get the job done quick and dirty. I'd hate to see you wait around uber long for a Holo 3D to pop up

If it's better than the Sweetspit I'll probably take one too. Definitely interested in X68000 / FM Towns / PCB capture as should be no surprise 
Throwin on the 'tubez is good for right now, but in the future there'll be higher resolution video, so it makes sense to get something that can grab native rez videos especially if these parts are going to be hard to find in the future.

I don't know if the Holo really accepts more "off the standard" signals than the Sweetspot, but from experiences from other Holo users it probably does. Quality-wise they are the same. You can capture on the Holo using the Hardware-deinterlacer or leave it off. You can also choose the smoothen the graphics using DCDi. Finding a used Holo has gotten quite hard, but if they show up on eBay, they're quite cheap.Fudoh: So, the Holo3dGraph II / Fli2300 is better than the Sweetspot?

Arasoi is saying that the Sweetspot (I have the PDI Card rev. 1.3) doesn't accept separate h/v sync, but the Holo3D should. Confirm / deny?

Both don't. a) why should they, all 15khz RGB sources have composite sync and b) they don't have the ports to support dual-sync.

Exactly what I did for capturing arcade stuff. Works fine for CPS2, however with my CPS3 I'm getting some weired combing artifacts. Here's a nice offer on eBay. 300 EUR for a Holo II along with the HDTV processor board (which allows 480p and HD inputs). The daugher board is a pain in the ass to get working properly but the price still remains reasonable.

As i am also interested in an Holo3dGraph card (mostly for arcade PCB), can any owner of that card test some difficult PCB's... like any IREM (before M92 hardware) or Taito F1/F2 games? Sweetspot does not handle those games well at all.

@Arasoi: I really wouldn't use DScaler for capturing. Use the Holo app for viewing/playing/tating, but use iuVCR or iuVCS for capturing. Depending on your desired end format you might want to disable the Holo's hardware deinterlacer and/or DCDi allowing a more truthful capturing on your input.

Those screens we saw of Air Raid and Cross Shooter are how the capture should really look. Blame modern monitors for not having the lines.

no, you can't. You cannot capture something which isn't there to start with. Scanlines are an artefact of the CRT beam caused by the allignment of the low-resolution fields displays - there are not part of the actual signal.My desired end input would be original resolution with scanlines intact, but I'm not sure if it's possible to achieve this
that's the only way, but it the settings applied there work in other programs as well.I haven't quite figured out how to disable hardware interlacing either, except within the holo3d viewing program.
