As for light gun games, I own:
Time Crisis (PSX)
Time Crisis 2 (PS2)
Time Crisis 3 (PS2)
Crisis Zone (PS2)
House of the Dead 2 (DC)
Gunbalina Collection (Point Blanc) (PSX)
I like all of them, they're really fun to play with special guns (ie the Uzi I bpught off Lik-Sang).

I'm not really into light gun games, but I have played Duck Hunt and own a Zapper. 
:EDIT: I just remember I also once had a Super Scope and Yoshi's Safari for the SNES. Fun game, but that big grey bazooka of a light gun hurt my eyes if I used the scope for too long and it ate batteries at a alarming rate.

The best time I had with "lightgun games" was on the SNES with the Super Scope 6. Battle Clash, Super Scope 6 mini-games, and that sequel to Battle Clash (don't remember the name, but it wasn't quite as good if I recall correctly), were all fucking spectacular, and a blast to play!
Oddly enough, I've got all the lightgun stuff for the Saturn/DC... but don't really care much for any of it...

I think the question you should be asking is did any windows port of any sega game not turn out like ass (Save for maybe typing of the dead)? Then you get the answer to your second question - does any DC port of an ass PC port actually not suck ass? (I hope you're seeing a theme here - and yes it's all about ass)

I used to collect SS games but eventually gave up trying to find Bazooka Blitzkrieg (by Bandai) after discovering it was one of the rarest SNES games

Crisis Zone is one of my faves as well. I find the PS2 port somewhat harder in comparison however. The Garland Square (arcade) scenario handed me my ass a few times. Bosses seem to take a lot more of a pounding. Another good one I've recently discovered is Under Fire from Taito. You normally have a 24 round gun that fires in bursts of three, but can be upgraded to a full auto machine gun when you get the special item. A button on the arcade version's gun fires a shotgun which is used like Area 51's grenade. MAME plays it well, but unfortunately the Act-Labs USB gun doesn't support machine gun fire (get your mouse ready so you can hold down the button). Under Fire uses digitized actors somewhat like Target Terror, and there's scaling in some scenes like the car chase and rollercoaster shootout. The BGM is done by Gekirindan's Karu. Bosses spout awesomely corny one liners like "You just won't take no for an answer, will ya?".

This site has a GunCon2 driver for the PC. While it doesn't support a VGA monitor, you can use either an arcade monitor or a TV (S-Video or Composite). I haven't tried it yet but sure intend to someday.

Point Blank 1-3 is a very fine series as far as Gun games are concerned. Comprised entirely of minigames it's a much different beast compared to the standard "Shoot all teh bad guys". Too bad Namco decided against releasing the PS2 compilation in the US.
Time Crisis 2 & 3 are solid though far from perfect(The ducking mechanic is just lousy any way you slice it, it never feels right and I would have preferred you just beat the enemies before they fire...gimmicks be damned). They are fun games to mess around with, though not exactly classics.
Crisis Zone- Time Crisis with a machinegun essentially.
Dino Stalker- Awful game. It is actually more of an FPS with the ability to use a Guncon2. Avoid at all costs.
Silent Scope- Dude if you want to play with a sniper rifle so bad then just buy an FPS. Extremely dull gameplay. You're better off playing the Lethal Enforcers games(Actually pretty decent games aside from the hilarious digitized graphics + you get the oh so wonderful voices "YOU CAN'T KILL ME COPPER!")
Virtua Cop 1 & 2- Excellent on the Saturn or the PS2 Rebirth versions(Where is Sega with the US release? idiots). The standard as far as gun games are concerned..shame about no port of Virtua Cop 3(Sega asleep at the wheel as always)
Ninja Assault- Bad bad bad. When you've run out of other gun games feel free to try this.
Vampire Night- I've just about done everything in this game though aside from the cool art and hilarious voice-acting there is little else to recommend. It feels rather dull in a way due to the way enemies present themselves in constant 2s and 3s(I prefer HOTD style where enemies just jump out and slice at you)

Jurassic Park- Arcade only games(Sega rocks at home ports). The first title is more of a manic gun game where you essentially just shoot at everything running towards you(Great soundtrack). The 2nd game Lost World is a bit more refined with some pretty cool gameplay.
Ocean Hunter- Another non-port of a visually fantastic arcade shooter. Blast all kinds of underwater creatures....though the game itself is mediocre at best.
Star Wars Trilogy- Though a bit dated graphically(Gah those bitmap explosions) This is a very decent lightgun game though extremely difficult(This game eats credits like insanity).
Out of the older generations I'd have to pick Space Gun, Operation Wolf, and Lucky & Wild as the top gun games of the past.

Area 51 : Site 4
Point Blank is a vroud pleaser whenever a party sprouts up. Maybe it is the mini games which are still kid friendly.
Police Trainer get no real play. Its fun for about 5 mins then theres no real replay value it's just the same crap.
Area51 : Site 4 is also one that people seem to flock too. I'm not sure if its because its fun to blow shit and aliens up but it gets a lot of play.

I was just in this arcade tonight. It had Strikers 1945 and an Ultracade machine with Truxton II and other such things, but what really impressed me was Target: Terror. I thought it was just an insanely fun, mindless game, which a light gun game should be.
First of all, I find it amazing that a game called Target: Terror, which even features an image of Osama bin Laden, features the whitest people I have ever seen playing the terrorists. There were bikers and leather clad women and S&M freaks and, and just some dude in a hooded sweatshirt. And some guy popped up to try and kill me with a chainsaw.
You know how in a light gun game, innocent bystanders will cower in fear, inexplicably popping their heads out of their hiding places to confuse you. Target: Terror features innocent bystanders who are completely unphased by the millions upon millions of uzi-packing terrorists. A women calmly stands riding an escalator. A nuclear power-plant technician stands there, smoking a cigarette. It's ridiculous.
The best thing ever though, was when I was in the airport terminal, and suddenly the screen froze and I was informed that I had shot out 25 windows. I was wisked away to a minigame in the middle of a field. Terrorists popped up, threw frozen turkies strapped with dynamite at me, and put their arms at their waists laughing manically as I blasted turkey out of the sky.
I have every intention of going back to that arcade, just for Target: Terror. I'll play some other stuff -- their light guns are in surprisingly good shape, considering how most are complete crap -- I certainly have to spend more time with Strikers 1945. But that game has left a very positive impression upon me.

Target Terror is like the Garrega of lightgun games. I've played that thing to death and not 1CCing it, since it gets excruciatingly hard if you keep 1 credit for about 1.5 stage, at which point you will have to shoot down every enemy before they open fire, because they never miss and will hit you with the very first shot. wasn't really impressed by either, but TT (heh) wasn't completely awful. impressive.
I seriously recommend that game. The graphics is a bit cheesy, but it has a lot of depth to it. Kudos to anyone who manage to figure out how to beat the last stage the first time you try it, there's some cunning involved too.

Finally played Ghost Squad.
Damn I wanted some actual ghosts.
But anyway this is a pretty kickass Terrorist blaster by Sega. When you first start the game you select from a wide variety of guns to use in the game(Shotguns, assault rifles, etc). There doesn't seem to be a way to switch guns but I guess that's part of the strategy(I joined in on a game that was like two seconds in progress so I couldn't even select a gun..got stuck with an uzi or something).
Anyway the game isn't just capping terrorists you also get involved in a host of minigames within each stage.(Like at one point you'll be asked to diffuse a bomb or rescue hostages using the "action" button located on the gun's front trigger). Also at some points you'll end up doing some sniper missions or using the action button to subdue terrorists in hand to hand combat. The bosses are unique in that they aren't the standard "shoot them hundreds of times until they fall over". Like in one mission that takes place on Air Force 1 you have to take out the boss with a headshot(And you get one bullet). If you screw up he'll escape with the president. Another boss fight has you firing homing missiles at a helicopter(you have to keep the gun locked onto the copter in order to fire the missile properly).
Fairly easy game I thought..Although it should be noted I was playing with a second player and he must have continued like 4 times(I was in a rush so I left as soon as I died once). There were three missions(Which can be selected in any order ala Virtua Cop). I imagine there's a fourth mission afterwards(possibly more). But hey it's good fun and in typical Sega fashion will probably never get a home port ever.
