I hope this will go beyond feeling like a fan-made ROM hack rearrangement. And I wonder if they actually code it like a proper NES title that´s being emulated when they release it on Wiiware.
Also, I can´t really say whether this move is completely brilliant or just culturally twisted and ironic. But at the very least these are news I´d NEVER had expected.

Damn Tim, you know there are quite a few Americans out there who still lives in tents due to this shitty economy, and you're dropping loads on a single game which only last 20 min. Do you think it's fair? How much did you spend this time?
Well, it certainly can´t be hard to slap existing sprites together to form some new levels and bosses and sell it to thousands of nostalgic fans with tears of joy in their eyes. I bet with this strategy the profits will well exceed the production cost. I honestly don´t think this will amount to anything that actually feels fresh and inspired - the screenshots so far show pretty boring level parts.
I´d gladly see what a 21st century Megaman title programmed on NES hardware looks like, but I guess they will make a "pretend" title - a game that tries to hit you over the head with nostalgic escapism. Cave Story is a perfect example how you can use (or emulate) dated hardware and still make a title that feels surprisingly fresh, while on the other hand New Super Mario Brothers felt dated and obsolete from by the time I finished the second stage, despite all the new graphics - what annoyed me the most is that that game tried to act like I never played SMB3 and SMW.
The difference lies in whether you want to really make a great game and choose old hardware for this or if you have the mindset of making a game that´s supposed to feel "retro" just to appeal to peoples nostalgia. These games need be actually good games in their own right and not just depend on your fond memories of the past.
NES graphical style? Great.
NES music? Delightful.
New NES cutscenes? Sure, why not.
NES game mechanics? Fantastic.
No new gimmicks? Smart.
Made by the developers of MMZ and ZX? Soothing.
Seeing everything in the initial shots of the game copied from an existing sprite/background? Somewhat worrying.
Honestly, as long as they put so more work into drawing some new stuff, MM9 can turn out to be the best of the original MMs yet (I still think MM6 was the most solid of the NES MMs). I'm actually optimistic on how good this game will be: Mr. Inafune is claiming quite a bit with this game and I can't believe he'd be so confident in advertising this game if it was just a simple mash-up. Just waiting for some more news and pictures.
so maybe this means Megaman won't be piping up with his girly voice during this game? I want an NES cartridge. Or at least a ROM image to put in an NES cartridge.
I like the 8-bit Mega Man games more than most people do, but there've already been around a dozen of them. I expect this'll be a fun game, but for the original Mega Man's return I was hoping for something more unique.
This is a better return to the classic style than Powered Up or MHX, though.
I read a quote somewhere saying that Nintendo Power only got part of the story about Mega Man 9. This could mean XBLA and PSN versions, but I'm hoping it means some of the features from MMPU like playing as bosses or building stages. It would be disappointing if this game was completely predictable, even if going back to 8-bit style was a surprise.

I think it's more likely a joke than anything to do with social justice; i.e. it makes no difference whether they say "man" or "woman" because they're all pretty much genderless anyway.

Seconded! I would love to see a limited release of NES carts so those of us who still own/play our NES consoles could have the game. Heck, Capcom might still have a buttload of carts & PCBs left over that they could use for this purpose, just laying about in a warehouse somewhere.
An 8-bit Rockman 7 retrofit. It's pumping me up for 9.

Hell, we played for two hours and only made it to three bosses, and even then only beat two. Not too surprising considering we don't yet know which boss is weak against the other, but damn, these guys are hard.
Right... I'd take a venture that the Mega Buster is more than enough to beat most MM9 bosses with ease, as has been the case with the previous MMs.
-Graphics: Looking nice
-Sound: Sounds awful; the worst thing about the game so far. MM2 tunes only? Repeating the boss select music? I really hope they make it all-original for the final
-Items: I guess they need a way to dumb the game down for any modern gamers
-Potentially gaining Mega Buster and slide along the way: Neat, fits the backtracking system so beloved in the last decade and brings nostalgia to the MMX days where even the basic dash and stronger X-Buster wasn't available at the start.
