That's unfortunately what many serialkillers are after. It's much easier to give into ones urges and get a tax funded execution (which is more expensive than life imprisonment) than seek therapy or do it yourself.
What kind of civilized country condones the rape of prisoners? What if some of those who are raped are American political prisoners or those who are falsely imprisoned?
Even still this is one horrible human rights violation that basically amounts to torture.
