lol That is awesome. Best Engrish ever and it unknowingly mimics real life. Is that a real typo or a touch up?

Maybe each sentence was translated by a different person and the last person didn't know crap about English?

... No.

It obviously is supposed to say something to effect of "prosecuted to the fullest extent of the law." And if you think about, if you have some weird dyslexic issues, jam and law aren't too dissimilar. Add a dot to the top of the L, turn the W upside down, and voila, it's almost "jam"

Each translator was given one word to translate. One of the translators saw a second word and spent several weeks recuperating in the hospital.

Sorry, couldn't resist

Well, here's how I'd change it:

VIOLATOR*S* *ARE* SUBJECT TO SEVERE PENALTIES AND WILL BE PROSECUTED** TO THE FULL EXTENT OF THE *LAW*

Error corrections:
1. singular "violator" to plural "violators"
2. nonsensical "and" to sensical "are"
3. misspelled "prosecutedt" to correctly spelled "prosecuted"
4. nonsensical "jam" to sensical "law"

Who originally said the "full extent of the jam" catchphrase? Was it a comedian or just a net phrase?

Someone should have told the translators, "Why don't you try hard?"

Or even better, they could have just made a few edits to what they already had:

IF THIS IS NOT LEGAL OPERATION. WE GET READY
TO DESTOROY THE PIRATES. TARGET FOR
THE WEAK POINTS OF F**KIN' DEFENSE SUIT.
HIRE YOUR BEST LAWYER YOU HAVE EVER HIRED.

well, still a weird connection, but it does make sense , cuz if these were translated by some japanese peeps, "Law" would normally misspelled as "Raw"... but "jam", it's too far off..

'jam' is like 'raw' upside-down.

EDIT: I should threads before I post this stuff.
