For forgiving learning curve, rRootage normal/psy mode, and probably Titanion modern mode from Kenta Cho.
For instant visual/audial appeal, Touhou 10: Mountain of Faith, and Jets'n'Guns Gold. Their production quality and pathetic difficulty will keep a newb playing until their affection passes over to the genre in general.

2) lots of bombs
a noob would progress much further in one than something like gradius or ddp or something cuz like lol the bullets are slow enough for everyone and their grandma to react to
While with gradius or something they'd be liek zomg i die how dat happen lol

I don't know if it's just me, but i am absolutely hopeless at Progear. I doubt i'll ever finish stage 2.

Hmm well i just gave it another go and got to stage 3 after ~8 tries. I think the problems were:
- when i played it before i didn't have a gamepad - hori's are difficult using keyboard W and S
- i don't really like Progear so i never gave it very many tries
