Thanks @XtraSmiley, I think so also, but all the prices are set in USD dollars, and even setting the region in European countries the price is still in dollars.
Reading shipping info it is not specified.

Can I get some guidance on where to buy (not make) one of these? The one at the link below is cheap ($27 US) but doesn't come with a power supply and I can't tell what sort of video out it has. It says RGB but it's not clear what cable format it is and I don't trust myself to make my own cables either.

I'm new to this so something totally moron-proof would be ideal. I've seen others with a SCART out like the HAS but you can't actually buy that, so...and, that one doesn't seem to have a power supply either. The ideal power supply would be a designated, dedicated box that I can plug into a normal wall outlet and not start a fire.

There seem to be three basic types for sale anywhere at the moment. None of these are my items.

1. $30 supergun ($38 with case)

description: These have Saturn inputs, voltage adjustment, and picture adjustment. Leaning towards one of these because I don't want to fry the PCB I bought. Also, they have a power supply included (~125 dollar versions don't).
