The link is / was to the developer's website, which sadly went down sometime in 2022 I believe. However, Archive.org has it archived, and has the zip files for the game downloadable (which is a bit surprising as it seems rare for an Archive.org link to also save all the images and zip files properly, kudos to them):

He got us real good, didn't he? Updated, also updated link and such. Sure hope that PC port materializes, not that X68000 emulation is particularly terrible or anything.

When I wanted to dive into this a while back, I thought the only way to get the original framerate / game speed was with X68k emulation (which my computer struggles with).

There are a few ways to approach this but the main prerequisite is you either had to have a monitor that had high refresh rate (120hz and up) or a 60 hz monitor that was able to do VRR (such as G-Sync or Freesync).
Without either of the two, forcing the game on 55hz causes very inconsistent frame pacing (which makes the scrolling inconsistent and very jarring+nauseating)

That being said, you would use something like the Nvidia control panel to limit the FPS (the easy way), or use something like Special K (the hard way but has some extra benefits like maintaining low latency and such, and also locking the FPS down to the decimal since X68000 is 55.45Hz).
