Sony KV-20TR23 Screen jumping, need advice

Hello, I recently picked up a Sony KV-20TR23 with the intent to RGB mod it but it has an issue. Occasionally the screen would jump vertically, almost like it lost sync I decided to clean up the crt but that didn't fix it. I was told these crt sets from the early 90's are known to have bad solder joints.

My question to that is, how would I go about figuring this out? I looked for bad solder joints but I didn't see any, I was told to check in the Vertical IC area, I found the vertical deflection board but everything looked fine to my inexperienced eyes. Any advice?

Why no video of the issue itself? If you suspect bad joints but cant find any, just reflow them all. Seriously. It will take time, but once you do it, you can rule out that hypothesis.

I can take a video once I get back home, I also re flowed the area but thay didn't offer a fix
