Edit: Sorry, I didn't look closely at the list from the OP. Takkyu Ishino, Susumu Yokota, and DJ Shufflemaster are musts.
Start with the real OGs:
Yellow Magic Orchestra
All three members have some great records (many of them on Spotify)
Sakamoto Ryuichi (RIP)
Takahashi Yukihiro (RIP, check out the album 'Neuromantic')
Hosono Haruomi
As GP mentioned, Susumu Yokota.
If you're into ambient/beatless stuff then def check out Hiroshi Yoshimura (also RIP). His melodies are spine-tinglingly good.
One of my favorite artists is Shimuzu Yasuaki, whose 1983 record 'Mariah' continues to take my breath away.

I guess I'm really into the 80s shit. Sound design and engineering really peaked IMO. The country was flush with cash. Labels and artists seemed to have the freedom and budgets to take things to the next level. The mastering and sound quality on many of these records is just unreal.
