About a year ago retrorgb mentioned these switches, sold on Taobao. There's forwarding/Taobao purchase proxies that can help you buy one of these outside China.

I used one for a year and sold it a while ago after I switched to an all DB-15/VGA setup, so I no longer have a stake on promoting this thing, but after having also tried several other SCART alternatives (brandless switch, hydra, gscart_lite), and after reading recently about inconveniences some users are discovering with the popular choices, I would say confidently that this one is a great alternative IMO. Everything just works with it (even stuff with funky signals like the PC-Engine, as well as Extron Rxi units). For anyone who must stick to the horrible burden of SCART connectors in their setup (true advice would be to abandon this obsolete consumer-grade standard altogether), I'd strongly recommend this box. I'll just paraphrase here all the praises I sang for it when I listed it for sale:
I put this thing through its paces for a while with pretty much all the major consoles out there. If anyone is interested in one of these or gets one and has questions let me know and I'll try to help. This switch has great VA quality, with no perceptible signal loss. It is a passive switch, meaning that it passes the video signal (not just 15khz/240p, but any signal that SCART can transmit, up to 1080i), and sync type (csync, luma, SOG, composite video, etc.) exactly as it receives it, and without needing a power supply. It features:
- 10 inputs.
- Each input is switchable between the European EURO SCART and the Japanese 21-pin RGB21 standard (often used with XRGB/Framemeister equipment). In this way, this is compatible with all cables and you can mix and match.
- 4 different types of output: Euro SCART, RGB 8-pin, XRGB-mini connector, and RGBS+LR audio RCA outputs which can be used on a PVM/BVM using RCA to BNC adapters. Cables for all output types are included.
- A toggle for 75 Ohm sync and TTL sync output, making this switch directly compatible with all types of monitors as well as Extron equipment that requires TTL sync (such as the xi/Rxi RGB interfaces often used for image centering and sync combining).
- Functions without the need of a power supply.
- Easy control of enabled input if multiple inputs are active. No need for anything else to override enabled input other than pressing the corresponding button
These switches are sold and used in Japan and China, usually for use with arcade gear. I only tested home consoles with it, but as you can tell from the features above it can be expected to work without issues with arcade boards and other equipment that uses SCART/JP21 cables or adapters.
The features of this switch also make possible interesting use cases:
- Simultaneous RGB and composite output (e.g.: from NESRGB, Genesis, PC Engine, etc.). Though using more than one RGB output at a time is not supported, the sync output will work from more than one output, and so you could connect a SCART cable with composite video sync (shielded, so it's not a problem), and get composite video simultaneously out of the RCA sync output.
- Use of the RCA sync connector for lightguns (PS1/PS2).
- Direct output to an Extron xi/Rxi RGB interface using a SCART to VGA cable.
