Hey guys, what's the best way of accomplishing this? I want to add scanlines to my xbox 360 shmups on my TCL 55" 4K tv.
480p / VGA through an OSSC?

Yes, that's the way. You have output 480p from the OSSC though. If you choose 960p output instead you don't get the type of scanlines you want*.
* my setup lacks 960p compatibility to somebody correct me please, if this changed sometime in the past with some FW update.

Yes I can't remember if it was 2x 480p or passthrough on the OSSC
It works on Wii as well through component 480p.
The rebirth games don't look right without scanlines imho.

I remember a video review of that HDMI scanline machine. The scanlines looked absolutely awful. There's a review somewhere on YouTube. It's unintentional comedy; the guy in the video keeps praising the results--and it's sad and funny at the same time.

I do 480p @ line2x with scanlines on, on my OSSC. It looks good on my TCL 49". Granted, the scanlines are effectively twice as frequent @ line2x as they are at pass-thru. You may not like them appearing so frequently, and pass-thru may suit your tastes better.
Also, firmware .81 added some scanline options:
-multiplication-based scanline method added
-hybrid scanline option added
The way I read the update notes, it seems one of them is supposed to help with scanlines at 480p x2, but I couldn't get anything differently to happen, compared to pre-.81 settings. I probably just haven't explored enough, or am mis-understanding the intent.
The scanlines are very clean on the TCL, at either pass-thru or line2x, compared to a Westinghouse and plasma, which they didn't appear evenly across the length of the screen.
Side note, if you haven't played with upsample2x @ line2x yet, give it a try. Again, you may or may not like the result.
