Raiden Densetsu is just the name for a particular string of conversions, those aren't "updates". Super is just a funny update for the PC Engine conversion specifically; some PC Engine and Mega Drive games got such a thing (Darius). None of these conversions had anything to do with the original devs (though Darius did, and it's more of a "restoration" than an "update").
DX was an attempt to make a sequel without actually going through the effort of making a bunch of new assets. It's much more like going from 2nd Impact to 3rd Strike, not like a typical Capcom update. This is also one of two releases that had anything to do with the original devs.
OverKill is an attempt to get IV off of the 360, after it was initially moneyhatted by Microsoft. It's a kinda jank port that was outsourced. I'm not even sure Moss developed the OverKill mode anymore. The original 360 port added a lot more to the game than OverKill does, crazy as that sounds. OverKill mode itself is just an edit of Xbox 360/Additional mode.
Director's Cut is similar, an attempt to get V off of the Xbone. This is also the other release that had anything to do with the original devs.
The only thing Raiden V has in common with Street Fighter is that both games got a "V" around the same time, and that they both happen to be better games than their predecessors but are being shit on by their so-called "fans" for insane reasons. Both games are really more like "Raiden VI" and "Street Fighter VI" as well; Viper Phase 1 and Street Fighter Zero are very important to their respective series. Branding is funny.

Quite the opposite: Raiden V is better than at least III or IV. The story is there to shut up that huge swath of people who keep demanding even a simplistic story. There's an entire button dedicated to turning the story off for this exact reason. It'd be great if people actually used that button.
Sine Mora is not mediocre, it's straight terrible. The story has nothing to do with why this is so. Or maybe it does, because the devs focused more on the story than on actually making a good game, but that's clearly not what you meant.
