Has anyone actually used the term "western world record"? lol.
Even a native english speaker who i won't name used the term, really embarrassing how so many people don't even understand the language despite speaking it.
I am certainly the wrong person to educate you on the English language, but I hope you are aware of the ambiguity of the phrase "western world record"? Perhaps you understand it as "(western) (world record)", which indeed makes no sense whatsoever. However, if you read it semantically as "(western world) (record)", it
does make sense, as in "the record score of the western world" (ignoring the question what "western world" is supposed to mean). I am not saying here that this phrase shouldn't be discarded as quickly as possible and I am all for finally dropping any distinction between "western" and "eastern" (=Japanese?) scores in its entirety. Nevertheless, the term isn't semantically wrong - even from a native speaker's standpoint of view. But since I am not a native spaker, I cannot educate you on this.
What I
can teach you, however, is highscore history. One of my main topics:

You got it wrong twice.
1) The German player you are referring to is called "abschüssig" and his score got long beaten again by a Japanese player (and more than once). Abschüssig got 2.6 billion, whereas the current world records stands with 2.8 billion, achieved by "YOH".
2) There are a couple of world record scores that still stand and are achieved by people outside of Japan, many of which are members of this very forum:
