I see/hear it on many shmup-related videos.
I'm guessing its Jeeno's saying from the character select screen in Batsugun, it sounds close, but I am not sure.

It's definitely a "FGC" thing. Think it originated from the old school MvC2 tourney scene.

It was extra annoying watching the last Games Done Quick event because "HYPE" (not even "GET HYPE") was thrown around like ever other donation and it didn't seem like any of the commentators knew how to say it without it sounding silly/awkward. Not that there is a proper way of saying it, per say.
