I did say they're not IP locked. I have the game on my console right now. I'm in Mexico. No VPN required. Normally, to download GoD games, you need a JPN account, JPN console and a way to proxy through a Japanese IP.

Japanese accounts will accept any credit/debit card as long as you provide a "valid" Japanese address.
