DOA5 came out in the arcades after the success of the console versions, don't know anyone who has played it to say what happened with the intro+end scenes but the arcade hardware is more powerful and much newer than the PS3/360 the game was developed for. It does not exist on PC, the first PC release of DOA (ever aside from a years old online beta) will be early this year. Previous games in the DOA series all had 60fps scenes on the same or lesser hardware, so it really just is shitty lazy programming or a bad artistic choice since the scenes are actually just rendered with the game engine anyway which is normally 60. Now that they're porting it to the newer consoles there's even less of an excuse. There's an extremely high chance that the PC port coming out with the PS4 and XB1 ports will be the standard quick-n-dirty port, as such it's in everyones interests to complain to Team Ninja about it before release.

So there's your reason for the 30fps scenes, it's "hardware limitations". How do we know this problem will persist in the PS4/XB1 version?

All the HD videos they keep posting in the run-up to release show the problem clear as day, the captures are probably the PC version. This suggests a quick and dirty port of the 360 code to all the new platforms. It may have been a reason on the original DOA5 release for 360/PS3 (still unlikely since the graphics aren't a huge leap from DOA4 anyway which didn't have the problem), but at this point there's no excuse.

5's character models have at least 3 times the polycount (ever noticed that sharp as fuck bulge or the nasty artifacts when stretching someone out? It's far less offensive in 5), there are actual skin textures instead of a single color, there are wet/dirt/reflection textures (more shit to store in memory and to render), better normal mapping, actual self-shadows and more. Stages also have a lot more particles and lighting effects.

You're right about the effects though, many more in DOA5. I also did some digging on the arcade hardware and it's slightly less powerful in the GPU area than a PS4. Still don't know what speed the animations run at in the arcade. A friend has created a petition to try to get Team Ninja to at least respond on the subject. It's such a small thing to ask.

I stand corrected. The 3 times thing was just an exaggeration; I looked at 4's models in-game vs. 5's both in-game and in a model viewer and noticed less edginess + deformation issues in the latter. I must've been tricked by the textures and the different topology.
Also keep in mind that LR is 1080p and has that whole soft skin thing going on whereas arcade is still running the last-gen version, therefore arcade performance can't really be used to estimate PS4/XB1 performance (unless it's also upgrading to LR's graphics?). But I hope that petition goes through anyway. I'm never a fan of anything less than 60fps either.

And to be honest, after the deluge of Mortal Kombat/Korean MMO knockoffs that not only gives me the crawlings but are impossible to distinguish from 80% of the backgrounds, a bright, generic, "that's fucking it?" design actually feels pleasant.
