GBS-C and DOS games?
Will GBS-C be good at downscaling to 240p all those old DOS games with weird resolution and refresh rates (70 HZ) from old 3dfx Voodoo 3 3000 Windows 98SE computer? And if it would, then would those downscaled to 240p games even work on 4:3 Sony PVM/BVM (not multiformat) considering those refresh rates? Let's say for the sake of the argument that I would change RBGHV signal into RGBS before it goes into GBS-C.

The best way to play DOS games on a 15kHz CRT is to simply force the computer to output 15kHz.
VGA cards all internally line double the 200 and 240 line modes by default, and with the use of the VGATV utility and a supported card you can disable this, as well as force 50 or 60Hz refresh
