I have a HDMI to component/vga adapter (which I have verified works with both 480i and 240p) and I wanted to use my Pi 4 for Kodi (retropie port) on my PVM. Has anybody had any luck with this?
I've tried hdmi_mode 6 as someone previously suggested, but this is the result I got https://ibb.co/dgWTMNy.
How do you get 480i-hdmi from a RaspberryPi4 with retropie ?

It appears that video mode control on the new Pi 4s doesn't work the same as the older Pi 3s unfortunately. Who knows if this will ever be addressed by the Raspberry people.
I'd stick with a 3B+ for all such SD video needs.
