Wii retroarch scanlines don't want to buy a scanline filter

So I'm playing Lifeforce and Dragon Spirit: the New Legend on the wii through retroarch and I'm trying to avoid buying a scanline filter. I have the wii set to 480p and I can't figure how to get the scanlines setting to work. Has anyone had success in this situation?

I really do want to ask what's the deal here if you can't do Retroarch without any kind of filtering? That's like 95% the reason it even exists to begin with, so not being able to activate scanlines seems pretty suspect.
