Sega Saturn 480p mode?

According to this Reddit post, the Sega Saturn can output 480p. However, it doesn't seem like any games implemented this function.

Would it be possible, though some sort of modchip or Action Replay-like device, to internally linedouble games running on the Saturn, allowing it to output a native 31khz RGB signal? It'd be crazy if we could get native VGA output from the Saturn, no external scaler required.
