Raiden 2 test PCB?

I bought a Raiden 2 for cheap that was described as having "lots of trace work", which I assumed would have been a damaged board that got scratched up badly. When I got it though, I got something completely different: https://i.imgur.com/UteEcFV.jpg https://i.imgur.com/yZP8rt0.jpg

Initially I thought someone had really made a mess of broken traces, but I looked around and didn't see any traces to fix. I came to realize this might actually be a prototype or location test PCB. I found a few interesting discoveries that might support this theory, such as:

All through-hole EPROMs, MASKROMs, PALs, CPUs, and RAMs are socketed on this PCB, but the solder work looks 100% factory, so it was not done afterwards.
All ROMs have dates marked on them ranging from 11/11 to 11/16, possibly 1992. These dates are close to the stamped date on the COPX-D2, which says "9248", or 11/23 to 11/29 of 1992.
The SEI360 ASIC is replaced with a Toshiba component that I couldn't make out the markings of yet due to the hot glue on top of it, which I have never seen replaced on my other boards.
The SEI1000 ASIC is replaced with a SEI300 "TC25SC900AF". This component appears to be on Heated Barrel hardware in the same spot, but I've always seen the SEI1000 on Raiden 2.
The two PALs near the PRG ROMs lack the Seibu markings of "JJ....", or whatever other numbers used there. I do not have a programmer that will read them, so I cannot check if they are unprotected. The part numbers of both appear to match what they are on the final (18CV8-15 and 16L8)
The circuitry near the audio hardware is somewhat different, even from my Raiden 2 "easier" PCB which is only slightly different from the "RAIDEN II DX" boards.. There's no spot for a YM3012 or NJM4560 to be installed, and the HD74LS320 at U0344 is instead an unpopulated 74LS157 at U0339. U0334 does not exist on the PCB.
Finally, neither the PCM 11/11 or SOUND 11/12 ROMs matched anything in ROMident. EDIT: I dumped the program ROMs, and none of them match any sets in MAME. Unfortunately, I also can not get them to run in MAME, and I don't want to plug the PCB in yet until I've made sure there's no shorts.

I bought a board from here a few years back under the exact same circumstances. It looks exactly like yours. I was never able to get it to boot. Let me know if I can help in any way.
