Raiden II audio issue

I grabbed a Raiden II board off ebay a few months ago, and it's having some problems with the percussion/explosion/etc audio track. It's always fine when it's first powered on, but over time that audio track will start to crackle out to all kinds of awful crunchy squeaking noises and eventually just turn into a steady whine. Playing with the volume pot seems to affect it and make it crackle, but I don't think I can just find the sweet spot where it won't happen.

I'm pretty new to this stuff, is this a smoking gun for any particular component that needs to be replaced or would more info be needed? I have soldering tools so I can likely repair it.

Sorry for self bumping! But I've got some leads and have a few more questions.

I don't think the volume pot is related, it's probably just a little dirty on its own but it has no effect on this actual thing. I did some research and found out that the Seibu HB-45A audio mixer IC is pretty prone to failure and you can buy reproductions, but can anyone who's had one go bad let me know what kind of things happen when it fails? Does this line up with what's expected from that? My best guess is either that or maybe something with one of the capacitors near the audio stuff on the board since the problem never appears right when the board is turned on and instead gradually creeps in over 20 minutes or so.

That sounds very similar to what I encountered on two Raiden DX boards. This is what I recorded from one of those: https://www.youtube.com/watch?v=teUBriyQCmQ
The issue I came to find out was the two OKI6295 ICs that generate the percussion and explosions. I ended up replacing both on each board, and the issue went away. If you have electronic freeze spray, spray those two chips and see if the audio fixes itself shortly after. For my boards, replacing the capacitors did not help it at all.

Oh yeah, that sounds identical. Did this also take a few minutes to kick in when you powered on the board?
Raiden II also has a pair of that IC near the audio stuff so if I can find them for cheap I might as well try replacing them before springing for a HB-45A repro.

Yeah, the audio would start out fine on power up, but for me, took around Level 3 to start squeaking and whining.
Because I had to replace 4 of the chips, I ended up buying 10 of them. I still have 6 left, so PM me if you want to buy a pair and not have to deal with long shipping from China/HK like I already did.
