Hmm I better say something hardware related to not get 1st post in topic deleted!

Erm..... I have trouble playing some saturn games using my pro action replay cart sound quality is a bit off. could this be due to the lack of original ntsc 60hz signal?

I think so. In Saturn games, the console itself determines the hz rate, not the software. So you'll need to either get it modded or buy a JP/US Saturn.
