PVM-20N6E electrical arching coming from anode cap

sparking/crackling sound coming from the anode cap. Took it off and didn't see anything abnormal, no splits or nics in the cap itself. I've ordered a new cap and some new dielectric grease, but apart from that, what else can I do to fix this issue?
