First, thanks everyone for reading.
I have an Ok Baby Cabinet with a Wei Ya of 15khz which is now connected to a pc with groovymame, it has a Radeon HD 4670 connected through the DVI port with a VGA Cable which i strip to connect to the crt's cables.
This CRT has 6 Cables: Red, Green, Blue, HSync, VSync and GND.
I connected:
VGA BLUE (Thicker) - CRT BLUE
VGA GREEN (Thicker) - CRT GREEN
VGA RED (Thicker) - CRT RED
VGA GREY (Thicker) - CRT HSYNC + VSYNC
VGA Black (Thin) - CRT GND
Vga also has a White, Yellow, Orange and Violet cables which are thin.
Now.. the screen is at 640x480 at 15.685khz and it is constantly scrolling vertically.

I need help to fix this, clearly i could get a gbs8100 (which i have) but i want a pc with groovymame to run all the games i want at 15khz
